Westminster will get a new City Council and Mayor, with voters turning out all but one incumbent City Council in early returns for the city's Nov. 2 ballot.

Nancy McNally had picked up 11,992 votes compared to current Mayor Anita Seitz' 10,825 votes, according to the unofficial results.

In the City Council race, Obi Ezeadi, current councilor David DeMott, former councilor Bruce Baker and Sarah Nurmela were leading five other candidates for the four open seats as of 8:21 a.m. Wednesday. Among those six candidates were two incumbents, Jon Voelz and Kathryn Skulley.

Voelz, Skully and Seitz were all the subject of a recall effort earlier this year, although voters only gathered enough signatures to challenge Voelz. He won that vote in July.

Voters also settled a number of ballot issues, turning down a plan to research creating City Council wards or voting districts and a new sales tax for public safety infrastructure. A ballot issue that would have required the city to remove gendered pronouns from the City Charter also failed.

Voters were more favorable for a plan to change recall provisions in the charter, merging them with regular or special elections going forward. Voters also approved allowing background checks for future City employees and officials and extending Westminster's sales tax that is set aside for trails and open spaces.

Measures allowing the sale of marijuana and taxing those sales were split. As of Wednesday morning, Ballot issue 3K, allowing the sale of marijuana sales in the city was winning 52% to 48%. A companion ballot issue 3L, creating  a 5% tax on those sales was failing. In that vote, 57.5 percent were opposed to the new tax while 42.5 favored it.
