Patrick Driscoll is running to remain in his District 1 seat on Littleton City Council.

“I think I have an excellent understanding of where the city was four years ago, where it is today, and where we need to go in the next four years,” Driscoll told the Littleton Independent. “If somebody new is coming in that hasn’t been paying attention, they have a lot of catching up to do.”

Driscoll, 57, was elected in 2017 to a four-year term representing the district that encompasses the city’s downtown. At press time he had one filed opponent, Candice O. Ferguson. 

The pro-business, pro-development incumbent is eager to see some of the projects the city council started, such as overhaul of Littleton’s land use codes, through to their end. He’s also eager to see the capital project fund depletion addressed so that roads, medians and city buildings can be improved.

Toward that end, city council will hold a special meeting Aug. 26 to hear from the public regarding proposed ballot measures to increase the city’s sales tax rate for the funding of capital improvement projects.

Driscoll supports raising the sales tax rate by 0.75%, calling it the best option to get back to where he thinks residents expect Littleton to be.

“They want great roads. They want a great police department. They want great vehicles. They want awesome (city) buildings,” he said.

Driscoll also sits on an advisory board that seeks to gain authorization of a downtown development authority from Littleton voters in November 2022, he said. A downtown development authority would transfer management of Littleton’s downtown from the city to property owners. Improvements to the area would be funded through tax increment financing instead of taxes on residents.

“That advisory board will shape the future direction of Littleton,” Driscoll said, citing all the decisions that will need to be made after Denver Water replaces the water main that runs through Littleton.

Somebody, whether it’s the city or the property owners, will be deciding what downtown looks like after the construction. Driscoll thinks it should be the owners, and he thinks citizens might agree.

“It’s just a great time to have this conversation and figure out if this is the direction the owners want to take for downtown Littleton,” Driscoll said.

When it comes to affordable housing, Driscoll called himself a realist. While he understands the need for it, he said he also understands the economics of it. He doesn’t see how it works, at least not in District 1.

“Builders are not building to give it away, they’re building to make a profit,” said Driscoll, who has worked in the mortgage industry for 35 years. “And I guess that’s where my business sense kicks in to say: I don’t think it pencils.”

In addition to revising the land use codes, which is expected to be ratified in October, Driscoll cites the merger with South Metro Fire and an improved permit process as other changes accomplished during his term on city council.

Driscoll said the current city council has not approved as many projects as he would have liked in the past two years. He’s hopeful that, after the election, the new council will re-engage with developers and small business owners.

“I want to continue to just promote Littleton as business-friendly and open for business,” he said.

Driscoll works for the wholesale mortgage lender Paramount Residential Mortgage Group Inc. and has lived in Littleton since 2000. He has three adult daughters. He and his wife, Brenda, will celebrate their 29th wedding anniversary next month.
